HSE Program Manager / Health & Safety Manager / EHS Program Manager required to oversee all Health, Safety, and Environmental (HSE) activities at RMS's Houston-area shops. The HSE Program Manager will be responsible for developing, implementing, and continuously improving HSE programs to ensure regulatory compliance, operational safety, and a strong safety culture.
This role will directly support safety audits, inspections, incident investigations, and overall HSE program performance for the Houston region. The HSE Program Manager will work closely with Plant Managers, Safety Champions, Facilities, and Operations leadership to drive consistent execution of HSE processes across the shops.
HSE Program Manager / Health & Safety Manager / EHS Program Manager Package:
- $90,000 to $115,000 base salary
- 25-40% Travel
- Full-time Position, Minimum 40 hours per week
HSE Program Manager / Health & Safety Manager / EHS Program Manager Responsibilities:
- Health & Safety Management:
Own and execute the HSE management system across Houston-area shops.
Develop and implement safety policies and standards.
Conduct regular safety audits and inspections. - Environmental Compliance:
Ensure TCEQ compliance, manage waste and permit tracking.
Coordinate air, stormwater, and spill prevention programs. - Industrial Hygiene & Safety:
Maintain Safety Data Sheets (SDS) and manage chemical inventory.
Support HazCom, respiratory protection, and PPE programs. - Incident Management & Reporting:
Oversee incident investigations and root cause analysis.
Track corrective actions and ensure effective reporting. - Training & Onboarding:
Develop and manage site safety training programs.
Ensure completion of safety training and onboarding. - OSHA & Regulatory Compliance:
Maintain OSHA logs and ensure compliance with OSHA 29 CFR 1910.
Support regulatory inspections and audits.
HSE Program Manager / Health & Safety Manager / EHS Program Manager Requirements:
- 7–10 years of progressive Health, Safety, and Environmental experience in industrial, manufacturing, or service environments.
- Demonstrated experience supporting multi-site operations.
- Strong working knowledge of OSHA, EPA, and Texas environmental regulations (TCEQ).
- Hands-on experience with key safety programs including Lockout/Tagout (LOTO), machine guarding, confined space, PPE programs, and waste management.
- Proven experience leading audits, investigations, and corrective action programs.
- Bachelor’s degree in Safety, Environmental Science, Industrial Hygiene, Engineering, or a related field preferred.
